Scan rate
The fraction of LED rows lit simultaneously, e.g. 1/16 scan.
LED panels multiplex: a 1/16-scan panel lights one row group in sixteen at any instant, cycling fast enough to look continuous. Fewer scan groups (e.g. 1/4) means each LED is on longer — brighter, at higher driver cost — which is why outdoor panels scan low and fine-pitch indoor panels scan high (1/32 and beyond).
Scan rate interacts with refresh rate and driver ICs; it is a design consequence rather than a spec to shop by, but it explains brightness differences between otherwise similar panels.
